It's roughly a decade after the Great War, in which Britain was invaded by Martians but saved by the Martians' lack of immunity to British germs. Reaping the rewards of the back-engineered Martian tech, the British Empire grows even more vast and powerful than it previous was... but there are still the poor. Always there will be poor.
The story opens with one such member of that class, a mudlark is scavenging the banks of the Thames for things to sell when he comes across the corpse of a young woman who has been exsanguinated. He then falls backwards, tripping over another, and it seems that there are dozens of them all hald hiddened with mud...
The perspective changes...

The police attempt to arrest Archie, but are stopped when Autumn intervenes. It seems that Archie's brother was found breaking into an abandoned building, and after he said he had a brother in the city, they promptly set out to arrest Archie as well, as he might be in on the break in... even though the building had been empty for some years prior.
Meanwhile at the Greenwich Observatory, a government worker by the name of Herbert (in-joke!) tells his boss, a Dr Spry, that something seems to have gone wrong...
The heroes set off to the police station Archie's brother is being held, to ask why he's travelled all the way down South. He explains that he came looking for his daughter...

Meanwhile, in a secret location, more women are being drained off blood to feed some kind of large creature that's being kept in a tank...

Eames! Start up the time machine and come pick up my younger self! We've adventuring to do...
