I have no idea what you're getting at here...

There's no need to speculate about what's happening because the issues are out, and explain what's going on.

'Bruce' is, in fact, Clayface.

'Jimmy' is a mercenary hired (and then killed) by Lex Luthor. The closest thing to an explanation of why he looks like Jimmy is Clark speculating the blow he took to the head was a little harder than he thought. It's just a half-page moment to tie into the April cover gimmick (which is 'here's a standard scene...and here's a surprising twist!').

I doubt it's connected. For one thing, Action Comics is currently taking place a year before current continuity. It's just a way to fulfill the WTF Cover mandate.
