'Bruce' is, in fact, Clayface.
'Jimmy' is a mercenary hired (and then killed) by Lex Luthor. The closest thing to an explanation of why he looks like Jimmy is Clark speculating the blow he took to the head was a little harder than he thought. It's just a half-page moment to tie into the April cover gimmick (which is 'here's a standard scene...and here's a surprising twist!').
