It doesn't hurt that Mr. Rogers was just an incredibly good guy on and off screen.

Back when VHSs were new, some media companies were working to get laws passed against letting normal people have access to recorders for piracy reasons (just like the fears of online filesharing, but back then). It was Mr. Roger's testimony to the US congress and citing how people could tape educational shows like PBS that decided things in favor of letting people record things.

Broadly speaking, apart from Mr. Roger's general air of personal goodness, it was popular largely because when it came along. There weren't a lot of other programs, on American television at least, aimed at children and talking (and yes, singing) accessibly but intelligently about what it's like to feel angry or scared, and what you can do about it.
