Given time I could probably name most of these (at least two are from Scott Snyder's preboot Batman series the Black Mirror), but the most important would be the person wearing the purple hoodie there...
Why are Bruce and Alfred scowlling at each other? :(
The appearance of Steph (and it IS her) on the cover is probably due to Editorial telling Scott Snyder that they're allowed to use whatever characters they want in this series, and Snyder's been attempting to use both Steph and Cass for years... so really I think that it's possibly Cass'll show up, but as a surprise later in the year.
Interview here, here the "you can use whatever characters you want" thing was established.
