The issue begins in Gotham City, where Acting Commissioner Forbes, twice voted the dumbest cop in Gotham, is abducted by car-themed villain Roadrunner. Yeah, it seemed that RR survived Professor Pyg's attempted assassination via pig bomb a couple of weeks back. Forbes immediately proves that he's got the Black Hand's "You can't boss me about, I'm IMPORTANT" attitude by yelling at RR for thinking he can get away with kidnapping him, only for it to turn out that he was only taking Forbes to meet their mutual boss, Carmine Falcone.
Carmine chews Forbes out about how the condition they agreed upon when he made him Commissioner was that Forbes could handle the Freaks, only for it to turn out that despite Batman not being in town, Catwoman has started attacking the Roman's men and stealing his money. He tells Forbes to make capturing her his other top priority in addition to arresting Batman, as he and Selina have history, what with her slashing his face and all.
Over in Hong Kong, Batman is beating up some street gangs in an attempt to figure out what Falcone was doing in the city in the five years since his exile from Gotham. He meets up with Mr Unknown and his girlfriend Canary (who oddly seems to have gotten over her "stuck in Barbie-doll size" thing), while they are in turn watched by the British woman from the end of the previous issue.
This pretty much confirms that Black Bat no longer exists, as it appears that although Batman Inc. still exists in some form, they still had to call in two Japanese heroes (and their Chinese butler) to fight crime in China... Because if there's one thing that history has proven, China loves it when Japanese people come to their country and still beating up the locals. Anyway, Mr Unknown fills Batman in on the situation in the city,

They break into the compound of Shen Fang, where the English woman appears suddenly.


Batman beats up Shen, who admits that he didn't actually win the gang war in Hong Kong, rather Falcone got offered a deal by some third party to return to Gotham, in exchange for Shen paying him to say that he'd beaten him. In exchange for looking like he'd driven off the Roman, Shen had to give him 60% of all of his profts throughout Asia. Batman thinks that this is pathetic, and just decks him.
Following this, Mr Unknown says that since Shen's underlings heard him admit that he bought his way into power, the resulting dishonour will cause his Pan-Asian criminal empire to fragment. So they might not have more answers, but they have managed to do some measure of good. The question then becomes, who exactly the injured Englishwoman is...
Back in Gotham, the combined forces of Falcones Mafia goons and GCPD SWAT manage to ambush Catwoman, subduing her with a combination of nightsticks, tasers and boots. Carmine takes the opportunity to gloat, saying that he might have had to endure living with the scars Selina gave him out of spite, he'll actually do her a favour by hurting her in such ways that she won't be able to survive.
With that cheerful thought, the identity of goggleslady is revealed!

- Overview: Well, this seems to be more an issue for moving the plot forward than being a Big Event like the one where the Iceberg Lounge sank, but it does at least introduce a new female member of the Bat Family (an English person of colour, no less) and more or less outright state that there is more going on than just Falcone's scheme to take back Gotham's underworld for the muggle criminals.
Have to say though, that if any time in the New 52 Cass Cain's absence has been more glaring, it's in this issue. Although Julia's role will most definitely evolve beyond being an independant operator trying to fight crime in Hong Kong... let's just say that the absence of Black Bat or some similar figure in the area does seem a touch weird. The fact that Mr Unknown has to be called in, when he's from an entirely different country, it's like expecting Nightrunner to randomly start fighting crime in Milton Keynes on the basis that Nightrunner is European, and so is England. Just because they're from the same continent, doesn't mean that they're automatically familiar with what's going on. I'll give them that they at least imply that Shen Fang's empire extends back to Unknown's home turf, making his presence at Fang's front door more believable, but still...
Just seems a touch weird that a Chinese gangster affiliated with the Triads would seemingly have a Yakuza inspired tattoo on his face (although the dragon appears to be Chinese in design, tattoos are really more of Yakuza deal, missing fingers, along with liver damage and having to use edged weapons due to the firearm restricts in mainland Japan). Or have ninjas. Maybe it's a reference to him inheriting Falcone's Yakuza connections, but to be honest I'm not entirely sure that's the case.

that said... the women characters are really taking front and center in this story. Julia, Stephanie, Tonks erm i mean Bluebird/Harper, Selena, Sawyer (i would assume she will take on a bigger role, and as such it seems weird that Kate isn't around). its definately giving me enough to hold on.
