Well, immediately after this Wally moved to a city on the SoCal coast, which was then wrecked by a supervillain out to discredit him, so that didn't really make his case stronger.
But then the undead Rogues attacked Keystone and Wally and Linda ended up defeating Neron himself through the power of love, so all was well again!

Although... if in the first panel Wally is cringing at the thought of the guy being president, how has he not formed an opinion by the last couple pages?

Yeah, Wally generally assumes Linda will know better on any subject not directly related to superheroing. Usually he's correct.
Plus, he's a midwest kid raised fairly conservative--moved away from that as he grew up, but I think he still prides himself on centrism and general distrust of any politician, as exemplified by the yo-yo crack.
