Third time actually Heroes Reborn was used to fix the mess the Crossing left. I mean I'm one of the few who actually liked the Teen Tony run as brief as it was but it was clearly very quickly forgotten about.

Which isn't what they're saying. Because of the stupid, fetishy way boobplate armour is designed, if you fall face down then the join between the breasts of the armour is likely to crack your sternum, as opposed to regular breastplate armour, which largely covers it as a flat surface. Really nothing to do with the weight of her chest.
It has everything to do with the weight of her chest. The only reason that Pepper falling face-first would put any pressure on her sternum at all is because the armour stops moving a split-second before she does and her landing on the inner surface of the armour is what stops her fall. The reason why it will not crack her sternum is because she is landing on the entire inner front surface of the armour. She is not landing on a wedge aimed at her sternum, her fall is being arrested by landing on as much of an entire breastplate as is possible, except where the soft tissue of her breasts make that impractical.
I've actually talked to armorers before, and they said that even women donning plate armor, they have it as a regular breastplate with no additional indentations. The average breastplate armor has a large enough curve to accommodate a woman's breasts (especially if they are fairly athletic so their bust is not particular large), and this is tactically more sound. Living the breasts in their individual alcoves exposes them and weakens the deflection that a solid curve breastplate would otherwise provide.
...I don't get it. Does Marvel just hate Tony Stark for some reason? That anyone that smart and effective at building stuff simply can't be heroic or altruistic?
Or "Reed Richards is Useless" needs to be explained away somehow and making the story "Darker and Edgier" is as good a way as any. (Making some TV Trope references there.)
The writers gave Tony too many perfect toys threatening Marvel's mandate to keep their universe similar to the real world. So make him evil and later they can hit some sort of reset button to revert everything to the status quo with some sort of "no man should have that much power" bromide. Plus hero goes evil is a favorite way to boost sales. No idea if it actually works, but the comic companies certainly do it a lot.
I'm a little unclear what with the Secret Wars banner on the last page, but is this whole storyline actually going to get a conclusion before the Bendis relaunch resets the character to and Marvel tries once again to make him work as their flagship character?
Nope! From here it presumably went on into the Time Runs Out storyline in the Avengers, and then Steve and Tony die fighting each other while helicarriers crash down on them as worlds collide and everything ends.
Some confusion-fu, the most prominent 616 version of Tony, in the Ultimate End comics under Secret Wars, is quite clearly NOT Superior Iron Man and is a very 'classic' Tony. Heck there's a pre-Phoenix 616 Cyclops in there for good measure too, when OG 616 Cyclops appeared in the Raft!
So at this point, even for Secret Wars revolving around 616 characters, noone wants to bother with Superior Iron Man Tony!
