Billy gets treated so badly in this series I'm honestly surprised he's still alive.

He's supposed to stay alive so that Superman can kill him in a horribly gruesome manner in the video game.

I've always been fond of Billy/Captain Marvel. I always hope he'll get to shine in stories, but most of the time he's just treated like a version of Superman who loses all the time.

I agree. Generally DC uses Shazam/Captain Marvel a punching bag to show how strong a villain or even a hero (often a member of the Super-Family) is. They won't let Superman look the fool, but Billy it's OK. And this spans the entire Marvel Family since they do it to Mary and Freddy/Cap Jr. too in the rare cases they are shown.

Since they allow normal humans to keep up with the Flash, probably.
Really though, they're just a thrown in excuse for fighting game balance (Though Supes is still by far one of the best characters).
