Turns out the powers-that-be can just *make* their own Authority when they want to almost power for power, *and* someone powerful enough to take down the Authority! It's not even a big thing for them!
See, I accepted that because the Wildstorm Universe was so messed up in the sheer layers upon layers of evil organisations that I thought that was fine. Seth a little less so, given that was just utterly ridiculous and I thought no-one would be so dumb as to put a failsafe that gimmicky into him (seriously, it's about as idiotic as Robocop 2 and putting the psychotic drug-addicted kingpin into a machine designed to specifically confiscate said drug); like, what happens if someone just said that line around Seth as a joke? Billions down the drain.
But the G7 Authority? No real problems for me. I just thought they were the one-off, like the G7 nations were bold enough to try and depose the Authority once, but didn't dare try it again once they'd butchered the replacement team and turned Seth into a chicken.
Yea, I can get the G7 authority, especially as they lacked Doctor the Doctor's full powers iirc and the Machine was literally just the Engineer's stolen tech, it's really Seth that pushed it, because he was not only new, but stronger than everyone.
The story introduced two new levels of evil heroes created to depose the Authority in one go, though, after we already had 'an army of supers unleashed for evil purposes,' like, two stories ago. And without somehow incorporating the origins of the new ones into the old one. Doing a callback, "We took what we learned from them, who were inferior to the Authority, and made our own brand, up to their level," makes sense. "And then we made someone more powerful than all of them put together, because." is stretching it ^^
