I agree. It sounds downright silly. What are the odds that the world governments are going to look at an assault like that and say, "well, it makes sense not to hit back..." - it would lead to massive retribution.
I think this is how Ennis writes when he's trying to crib off Warren Ellis, and he doesn't realize he doesn't quite have what it takes.
Ellis' characters can usually pull off a multi-panel extensive rant summarizing all the horrible things they're going to do to someone who has finally pissed them off enough, and it's usually awesome to behold.
Ennis' attempts at emulating that tend to leave me slowly shaking my head in vague pity.
