So the bad guy's plan is to unleash a small army on world leaders, killing so many so that refuse to consider attacking him.

...even if this is before 9/11, I really don't see how that's a viable strategy for anyone. He has one small army, they have a few big ones. Don't see that really working out.

I agree. It sounds downright silly. What are the odds that the world governments are going to look at an assault like that and say, "well, it makes sense not to hit back..." - it would lead to massive retribution.

I think this is how Ennis writes when he's trying to crib off Warren Ellis, and he doesn't realize he doesn't quite have what it takes.

Ellis' characters can usually pull off a multi-panel extensive rant summarizing all the horrible things they're going to do to someone who has finally pissed them off enough, and it's usually awesome to behold.

Ennis' attempts at emulating that tend to leave me slowly shaking my head in vague pity.
