Selina heads to Black Mask's penthouse and thinks back to the event she thinks turned Sylvia against her (as well as landing Sylvia a 20 year prison term). It was ten years ago, and despite Selina not having seen her in years, Sylvia came to her with a score she thought would be enough to set herself up for life somewhere far from Gotham. Selina, who at this point was early in her Balent era Catwoman career, agreed to do it, primarily because Sylv was a friend and she thought that she owed her.
Unfortunately, things rapidly took a turn for the worst, with Sylvia killing a guard with a shotgun after he triggered an alarm calling the cops. Selina was forced to abandon Sylvia to her fate and eventual conviction, which in Selina's mind could have been avoided if she'd just stuck to the plan she'd written up.
Catwoman gets to Black Mask's apartment, finding Holly beaten up but alive, but Maggie's experience has left her catatonic, This naturally angers Selina, leading to Black Mask saying that this was all her fault in the first place, as she stole from him and didn't think that he might take back more than she was willing to give up. He goes on to make a deal with her: He lets Holly and Maggie go free, if she agrees to get slowly cut to bits like he did with Simon.
...Black Mask then promptly announces that he's going to kill Maggie and Holly anyway after Selina is chained to a wall, which is pretty much what Selina figured would happen... She she detonates a bomb she hid on Black Mask's elevator earlier with a control she had hidden in her mouth, setting the apartment on fire, blowing up most of BM's guards and setting Selina free too.
Selina then demonstrates why she's an A-list supervillain while Black Mask will only ever be B-list at best.

The story wraps up some time later. Selina has managed to find an actual good mental hospital in the Gotham area for Maggie to get treatment, not that this makes her feel any better. Holly seems to have PTSD as well, according to her girlfriend Karon. Selina understandably fells awful that Holly felt she had to kill Sylvia, that it only happened because she got careless.
Slam, who is now out of the hospital and accompanied Selina to vist Maggie, tells her that none of this is Selina's fault, that there are sometimes awful people who'll try making things bad for people regardless of their victims intentions. She says that she messed up and everyone got hurt, and Slam tells her that they'll all survive.
She asks why he's so good to her, despite everything. He replies that it just comes naturally. And the story ends with them kissing as cherry blossoms fall around them...
---
Quick note: That WAS meant to kill Black Mask there, only someone in editorial evidently changed their mind when they saw the things that they could do with the Brubaker version of the character. Any character development by Selina was evidently thought to be not as important though, considering these were the same people who decided that "it wasn't personal growth, it was magical brainwashing!" was a good move storywise.
