Not a legal scholar, but I don't think the President can suspend Posse Comitatus. What he could do is invoke the Insurrection Act, which, as an Act of Congress, allows him to bypass Posse Comitatus under certain scenarios.

Does this mean to suggest that Hulk speak and by extension Hulk's personality is just a front by Banner who's fully aware of what he's doing but trying to play it off.

That's actually kind of a clever twist. Also frightening, because with the shit Hulk pulled in the Ultimates books that makes Banner himself a fucking monster.

I think it's more that Hickman has, bizarrely, integrated Lindelof's "Ultimate Wolverine v Hulk" into the main continuity and it's only since those events (where Banner found a measure of inner peace by hanging with some Buddhist monks in Tibet, drinking cocoa and shagging the hell out of their local women) that he's been an intelligent being who puts up a front.

It occurs to me that Evil Reed Richards is a Hulk foe that guarantees maximum frustration. He's a smarter scientist than Banner, and blunt physical force is almost entirely ineffective against him.
