That helmet needs to move to the regular canon. It's awesome. Actually ALL of this is awesome, and I'm glad they changed her backstory since giving abuse the serious treatment it needs would be a tough sell in this verse.
This is more of an intermediary state between the '40s Molly Mayne and the Harley of the '90s, but quite good regardless. It's also amusing that her downfall comes from something that the TV show probably never could have done.
I remember a few fight scenes from the show that had them in their civvies. And of course, in the movie Bruce Wayne just began WHALING on Joker, Riddler, and Penguin as soon as they told him they had "Miss Kitka" hostage.
Gotham has had at least two specialist suppliers for such situations
The Technician - Sadly short lived character from the Batman Family miniseries a few years ago. A bit like the Toyman, but more versatile and more of an enabler than a villain in his own right, he was a tech and enginerring genius who creates gimmicks and gadgets to order and using whatever theme the villain wants (So remote control skywriting model planes to leave messages in the sky, giant robot cymbal bashing monkeys, that sort of a thing. (Also loved working in Gotham because he got to chat with old school villains and mobsters about the glory days of the past which was his hobby)
The Carpenter - Another enabler who spotted a niche market in Gotham and moved in on it. She is the one to build and equip villainous lairs and deathtraps when the villain has the motivation, the theme (and the money) but not the know-how. She had an unhappy alliance with the Mad Hatter for a while, but is still out there AFAIK.
Giant theme patterned balloons would be something either might provide.
Interestingly enough, the '66 show came up with a pretty good Harley prototype in the heiress Baby-Jane Towser, from the Season 2 finale. Watching it, if you didn't know any better you'd *swear* she was an adaptation of Harley.
Harley started as a homage to the Joker's hench wenches. In addition to Baby Jane, there was Queenie from the first Joker episode as a Harley prototype. That episode has been paid homage in some surprisingly dark places, such as Hush (with Harley replaying a scene) and the bank robbery in The Dark Knight.
