He was already Lego Batman in the Lego games, so... yeah. He's being upgraded.

I am trying to figure out if this is the first time the same actor has played both Bruce Wayne and the Joker.

Technically she had a good costume in the Arkham games (like most recent adaptions, based on the late, great Darwyn Cooke's redesign), she just didn't zip it the hell up. Which she seems to have done here, thank goodness.

The voice actor list was intriguing as I think the only Bat-villains listed were Two-Face and Catwoman. Hopefully they are going for an epic Two-Face story here, especially since Snyder has promised us that in his ASB he wants to do the same with Two-Face as he did with Joker in his Batman run.

Actually, it lists as Harvey Dent rather than Two-Face, and it has Carmine Falcone. So it sounds like it'll be a version of Long Halloween.

Well, it also lists Bruce Wayne and Selina Kyle, so the names may not be entirely indicative.

Not just for this, but for the fact that, in that grey suit, Bruce Wayne totally looks like Sterling Archer. And I can pretend, even if only for the time it takes for the grain of the sands of time that holds this moment to fall, that we live in a utopia where he is.
