I'll be honest, I barely glanced at the cover and thought it was one of the Court of Owl enforcer guys being spotlighted in Nightwing... the above art and the guys costume didn't help my confusion.

I know there's supposed to be an exhilarating struggle, but how exactly is that cop expected to fight back after Nighthawk likely shattered his nose against his knee? One dude's wearing body armor, the other isn't. Come on.
