Black Manta's versions are completely functional since, you know, underwater operations.
And Killer Frost's versions are as aesthetically connected to her as Two-Face's are. (Also, Two-Face's are more practical, being equipped with firearms, instead of short blades.)
It's cute, but you have to wonder if there'd be a point to witness protection for mooks.
I mean, all the criminals these guys work for are less 'ongoing conspiracy' and more 'this one heist planned, that will be stopped by a superhero'.
They wouldn't need him for conviction as all the criminals would have outstanding warrants and dismantling their operation would be pointless as most don't really have one (yet can always hire mooks. Odd).
Given that he's a tech guy, I can see some reasoning there, but still.
Alas, who would the courts be more likly to believe, someone who is a successful attorney, or someone who has worked for 15 of the most dangerous people on the planet?
"I know you cops don't believe me, so just wait until I do the hand off, okay? Assuming the DNA evidence, and the fact that her apartment blew up, isn't evidence enough."
Here's how I'd like to see it go down:
"Hey, I've got a lead on that new killer, Manhunter. Here's video of her threatening me and giving me stolen merchandise. Here's audio of her follow up threatening phone call. I'm meeting her this day at this time to give her stuff back..."
But alas, that is unlikely to be the case.
Dylan was probably my favorite character in the series. Not necessarily the best guy in the world, with lapses into utter dickishness, but was generally a good take on the ordinary-schmoe-who-got-wrapped-up-in-super-doings-over-his-head character.
