Yeah, but if you need to pull a similar gig again then you will need an increasing number of people. One more per heist, I think.

And that's when you learn the Superheroes outside of America just don't operate in costumes. ...Or respect silly things like "Legal Process."

Or that there's a reason they simply don't need superheroes.

"Giant robot mall guards? Why did we ever think coming to Japan for our crime spree was a good idea?"

Or it turns out that they hit the country at the one time, when one or more superheroes just happen to be vacationing there.

Or it turns out that Spain is chock-full of Superheroes; you've just never heard about them because they mostly get covered by the Spanish press.

Yeah, in fact most country have their super heroes.

Is just the american one monopolize the attention, thank the supremacy of american cultures.

Or it turns out that lots of superheroes can fly, teleport or run very quickly, so when the Spanish government starts squawking the Justice League expies show up five minutes later.

Or they're all in the military...

...in a special superpower unit. I can see countries testing all children at birth for powers and taking custody of the ones that test positive and raising them in a special propaganda school where they're brainwashed into loyalty to the state. Like the Marvel universe's Canada ( Department H, Weapon X, Mansion Alpha, etc ).
