He is loathe to act though. He refuses to shake anyone's hand, he's very blunt, he turns down their offer. It's only when he sees a news report of Sam beating up cops that he gets involved.

But, again, you'd think he'd give someone who Steve thought enough of to give the shield to the benefit of the doubt and at least talk to him first.

But, as has been pointed out, John's persona as a conservative meat head has long since established. Maybe not out of character, but still a horrible look.

I mean, he is talking to him, just in a needlessly aggressive way that is probably going to result in the two of them fighting before they finally team up and take down the baddies, because they're both superheroes and that's how they do things.

CWII is also one of those events that takes a year to tell in publishing time but like a week to tell within the shared universe, a phenomenon otherwise known as Batman Time Compression.

It'd make them shift uncomfortably because stuff like that is just an attempt to deflect from racially-motivated police brutality or make it look more acceptable. As transparent and unworthy as bringing up the existence of Muslim terrorists as some imaginary 'point' against a story that decries Islamophobia.

And it's much better to depict the police as being literally faceless monsters terrorizing minorities because dehumanizing them would never lead to them being killed irl.

I don't think they're referring to any particular story, just stories in general that decry Islamophobia.

Also, Captain America literally says "Best option is still de-escalate" and gets upset when things turn violent so I don't see how you think this is going to lead to people killing cops.

I don't think this specifically will given no one reads comics but I do think it's an example of the general rhetoric that helps when tensions are high.

Again, he specifically tries to avoid violence with the 'Americops' because he realizes it will have negative effects regardless of who wins.

(... still, at least he didn't say "I absolutely respect their character / history / so forth". That's always a cue they're about to kill them pointlessly.)
