The pre-Flashpoint Supergirl series' penultimate arc's villain was almost that- he built an app that crowdsourced tracking superheroes, which he used for bad " sic villains on heroes " purposes.

Editorial nixed that, though, so he was reworked into an evil Dubbilex clone and the app was more of an initial plot beat.)
