Jus' saying. Peter's a lot of things, but he's not really the paragon of pure heroism. Because, y'know, the laundry list of self-destructively poor choices he's made.
(Though given Flash does heart Spidey, I can see why he'd say that...)

In all seriousness aside from the time where Joe Quesada tried forcing his midlife crisis onto him Spidey's probably one of the most heroic guys there is. IDK how many other heroes would go out of his way to make sure the grandchildren of one of his villains would be taken care of financially unless the kid was the Joker's.
I'm really trying to remember, but I could've sworn there was a time when Steve friggin Rogers praised Peter Parker for either his integrity or his grit (ie, I Can't Ever Give Up, I Have To Lift This Building Off Of Me Attitude). I can't recall the exact scene, if it was during the Civil War story or some other comic, but it sticks in my mind. That yes, even Captain America could acknowledge Spider-Man as an equal peer or someone to put as an example of heroic ideal.
But as others have said, Flash is also a massive Spidey fan boy and the scene makes character sense too.
