Honestly, you can't blame Spencer for that one, Brubaker tossed out all the work Thunderbolts did on him years ago. This honestly takes pains to make Zemo's actions make some amount of sense, believe it or not.

Sadly, the death curse of the 90s has so infected Thunderbolts that its evil spreads to anything they feature in.

my theory, now anyway is this is Ultimate Cap, and the one who showed up in SE2 is the real one.

Ultimate Cap is dead. Plus Hydra in the Ultimate Universe was different from the main universe one.

Y'know, when he wasn't insulting Spider-Man, or kicking meek scientists in the face.

Being a willing member of HYDRA isn't in character for him.

Maria Hill has done some stupid things. I was reading the CIVIL WAR tie-ins that Ed Brubaker did. Hill told Sharon Carter she had her men try to arrest Cap so he *wouldn't* be a symbol/leader of the anti-registration movement. Sheesh.

In fairness to Rick, Maria Hill is an awful human being, and I would find it totally plausible that she would go to such an outlandish length to get her job back.

I know, right. Hill's spent the last decade telling the superhero community she doesn't need or want their trust or respect and will do whatever she wants to. She really shouldn't be surprised that the one time she really needs one of them to trust her, they don't.

Not to mention her long history of really shitty decision-making. Sure, shoot guns at Cap since he said he wouldn't follow a law that hasn't even been passed yet. Yes, SHIELD totally needs some Sentinels. No, using a Cosmic Cube to imprison Slyde, a man whose powers are "owning a slippery suit", isn't overkill in the slightest.

And of course she made her one phone call to one of Cap's best friends, rather than someone neutral, or someone paranoid enough to hear her out. Maria Hill turns bad decision-making into a superpower.

To be fair to her, she was making the call to the one person in a position to give Steve the codes he needed to finish the Hydra Takes Over The World plan. Him believing her was a long shot and she probably knew that, but when a long shot is all you have...
