So the original (and apparently never implemented due to JFK's death) plan was for the Joes to report directly to the Oval Office. I'm curious as to whether bypassing the U.S. military chain of command like that would in fact be legal, whether by executive order or by virtue of the President being Commander in Chief of the armed forces. Can anyone shed any light on that?

I do like the mention of what JFK did after his boat was sunk. He took his responsibilities seriously and managed to save all the men who survived the initial sinking. They never were able to find those two men's bodies.
The "I assumed you wouldn't understand" seems a bit rich coming from a serving officer in the military, especially as every President between FDR and Blinton had military service.
