It wasn't illegal to write gay characters in books in the UK, and Clause 28 didn't cover authors, only local authorities (and schools could still discuss homosexuality, they just couldn't been seen as promoting it). In short it was a shit law, badly written and luckily for some, pretty hard to enforce as they were arguing about who it covered for YEARS.
