Though wouldn't Joker have noticed that NuHarley wasn't original Harley? I know he's insane, but he's usually more observant, and I would think he'd be pissed if someone escaped his control and thus dealt a blow to his ego.
There's a scene where Joker visits what looks like the Harley from Suicide Squad who turns out to be an imposter that took the original's place after she left Gotham.
There is a subtle little bit in the issue that implies Joker was aware on at least some level , he must have never called Nu!Harley "Puddin'" or that page makes no sense. It follows that he just didn't care , one Harley was as good as another to him.
Jack Napier doesn't seem to be aware of everything the Joker did or how he thought.
Basically Joker (now cured) comes to make amends with what looks the Harley from the Suicide Squad movie who is depicted as being an airhead who only wants crazy Joker and attacks him. Then the real Harley in the jester outfit shows up to rescue him.
The idea is that after the real Harley left him the fake Harley replaced her and Joker was too much of a narcissist to notice.
So... Joker is indeed a murderer in this setting. And still is somehow allowed to walk around.

I haven't heard about this book at all (I'm so out of the loop), but it looks interesting. All of the conversations in the comments about multiple Jokers and Harleys are making my head spin though.
The multiple Jokers thing comes from the Metal event that's happening in the main comics. Batman got to be Metron for a bit and found out that there are actually 3 Jokers running around in the DC universe, but it hasn't been explained exactly how yet. This story is actually an elseworlds, so the 3 Jokers thing has no bearing on it. I think people are just confusing this with what's happening in the main books.

He goes to his old hideout to make amends with/propose to Harley, but the Harley he meets there isn't the original Harley; It's an imposter that took Harleys place after she turned him in to Batman. Joker never noticed that it was a different person because he was so self-absorbed. The original Harley comes back and saves him from the imposter.
Thanks for the explanation! I'd heard about the multiple Jokers thing (although I didn't know any of the details), but I thought the Metal event was a fairly new thing (and that the multiples had been going for a while).
2nd, Sean Murphy must have a real affinity for the Animated Series. Croc's line during the meeting, the overall villain designs, OG Harley kicking Suicide Squad Harley's ass. My childood applauds him
