He always insisted that Norman was doing a good job until he snapped.
But the entire time prior, all he was doing was making deals with known criminals. And the entire time, he barely had any control over the criminals he was employing.
He did some stuff in other Marvel series, as Dark Reign basically dominated them all. He saved the world from a cosmic cube-powered Absorbing Man in Mighty Avengers, rescued a sinking cruise liner in Incredible Hercules, closed Camp Hammond in Avengers Academy, didn't get America involved in a war with vampires in MI:13...
It's just the main Dark Avengers title where nothing happened, thanks to all the decompression. When you've only got a year to let this team do their thing, you can't spend so many issues on storylines that take up less than a day in in-world time.
The dynamic here makes Ares a very interesting character. His relationship with his son and the self-knowledge that he's not necessarily a good person and that he even recognizes he's in a morally grey area are both fascinating beats. His moment where Fury suggests 'He'll die as a warrior' and Ares suggesting that maybe he'll be cool with that...but it almost implies he really won't be. I like the idea that he's become a father and he wants to be better. Because being a parent makes you want to BE BETTER.
