Injustice Damian is an asshole on a good day, but Ra's is planning to save the environment and the world by using Amazo to slaughter humanity. Vixen, Animal Man, Damian and Jason are all rather ruthless in this dimension but they aren't going to condone genocide against innocent people.

Vixen and Animal Man stood by while Ra's murdered Ted Kord and kidnapped Black Lightning's daughters and Connor Queen.
Ra's entire plan has been about genocide.

Have Mari and Buddy just not been paying attention?

Their characterization has admittedly been pretty jumbled, apparently they are rather more ruthless to save the environment in the Injustice universe (Buddy reveals he brutally killed big game hunters after they left a rhino to die after cutting off its horn, Ted was part of a number of CEO's who's company's were causing horrible environmental damage although he honestly wasn't aware of it).

At the same time, apparently they just never heard of Ra's reputation or overall plan weirdly enough and thought he was just best if very morally ambiguous option to save the environment.

There really didn't have to be that much of a wait (some good 40 issues) before the reveal, when Submachine Gun Batman first showed up anyone who had even the slightest amount of comic knowledge would have guessed Jason as the most likely guy under the cowl.

"Hmmm, there is a mysterious masked character who has a clear relationship to Batman, is very casual with the use of firearms and is quite willing to kill. I wonder who it could be?"

"Wait, here is a reveal page!"

"(Dramatic Gasp) THE STORY ISN'T BEING INCREDIBLY UNIMAGINATIVE BY JUST REVEALING IT TO BE JASON TODD!!!!!??????"

And then every ready single comics fan's brains explode by a twist not being the incredibly obvious answer.

EDIT: Wait, was Jason wearing his domino mask under the cowl this whole time?

Parallel reality, lets them take some liberties with how peoples powers work.

Its the same reason Atom can now grow giant sized in the video game.

In one of the comics Jason says that he wore the domino mask under the helmet for a ~ DRAMATIC REVEAL ~ once (back in Under The Red Hood), and then he just kept doing it out of habit. At this point I would expect him to wear a domino mask under ski goggles :P
