So he's basically spent the last decade moving at little as possible. Yet still has the muscular capacity to beat a man to death.

Also apparently no one gave the guy a CAT scan in all those years to monitor brain function.

This might be my low expectations here, but at least the authorities genuinely went after this guy, and tried to punish him to the full extent of the law for his actions.

And what did he do with the body? How long before it was discovered, and they realized he was gone?

I mean, not to mention that he looks like the most terrifying clown ever and anyone could smell him coming a mile away.

Okay, the clown make-up with the... dunno what you'd call that, a Glasgow frown or whatever... is actually a kind of neat design. With better art, and if there wasn't already a definitive Clown Prince of Comic Book Crime, it could be pretty darn memorable.
