It's not right to say "You. Standing over everyone I loved." It wasn't Banner, was it? It was the Hulk. Surely, by now Clint must know they're not the same, right?
Except there have been several stories where they are the one and the same. In fact, the times Banner accepts that fact are also the times the Hulk is intelligent or the times Banner has full control.
Plus, Clint has never really trusted Banner or the Hulk. At least going PAD's run.
The problem is that there are as many stories in which the opposite happens. where Hulk and banner ARE different entities entirely who need to learn to cooperate. And even then, this idea of them being one and the same would be contradictory within this story, since Wonder Man only manages to get through hulk when he stops refering to him as Bruce.
That's not proof of anything though, Hulk hates being called Banner even when they accept they are one in the same, even when Banner accepts that "The Hulk" existed in him before the Gamma Bomb.
That canon goes back an forth on wether they are individuals or not. And if Hulk preffering to be treated as his own person isn't proof of him being a separate entity, so is Clint claiming they are the same, because people are also shown as misunderstanding who Hulk is.
Impossible to say. But Banner was inarguably wrong about being cured of being the Hulk, and Banner gave Hawkeye that arrow specifically to stop the Hulk from hurting anyone again. I'd say Clint was right enough.

And now with the last issue out all I can think of is how freaking bad the scene between Bruce and Clint was.
The Accused, Occupy Avenger, Secret Empire. All of these books portrayed Hawkeye as someone who was tormented by guilt over killing Banner or at the very least unsure it was the right thing to do.
And now? He's all like: "Glad I could help you buddy." What the actual fuck? It's much more out of character than the assassination itself and makes no sense now matter how you look at it.
Not to mention that it only served to make Bruce feel even worse.
Clint could be personally tormented but still too proud to apologize to Bruce himself, because at the end of the day he truly believed he did the right thing.
The retcon in the MOCKINBIRD series actually made it worse. Bobbi didn't let the Phantom Rider die in retaliation for drugging her into loving him. They were in a consentual relationship. So, what, she let him die because...? No, really, they didn't answer that.
