She is Lockjaw's sister, not his child.

Before blackbolt was born, Lockjaw's mother was brought to Attilan by an inhuman who thought she was a human baby.
Instead of getting rid of the dog when they found out, she was used as a live specimen for experimenta and, when the Royal Fmaily decided to expose Blackbolt to terrigenesis in the womb, it was decided that she would be artificially inceminated with five puppies and had her unborn babies exposed to terrigenesis to see if it was safe.

while they all obtained an enhanced life-span (they are all thirty. as revealed in issue #1) and the ability to sense one another thanks to terrigenesis, Lockjaw was the only one who actually became inhuman (in-dog? who cares), hence the size difference between the two.
while the process was a success, he was the only one they considered a "success" and would be given to Blackbolt as a gift when he was born while his brothers and sisters would remian as test subjects.

However, Lockjaw was able to realize his siblings wer ein danger and so, while still in the womb, used his powers for the first time and took them far away from the inhumans while he remained in Attilan.

Was the Archie Sonic the Hedgehog comic the only comic of cartoony anthro-animal people with a few characters with NON-animal pun names? I mean, Geoffrey St.John was a skunk and Antoine D'Coolette was a coyote, and I am can't help but think if they introduce themselves, everyone from both the Spider-Ham world and DC's Earth-C would respond with "Thats an odd name" or try to find the "connection" to their name and species.
