I believe it's a callback to Claremont's X-Men: The End series, where an older Kitty became president in the future.

If Iceman - the youngest of the first gen X-Men - is never going to pass 30, then I doubt one of the "kid" characters from later eras like Kitty ever will.

Or it might be one of those rare instances where folks have to start small in politics. She needs to run locally and raise her profile so by the time she is actually old enough she'll have been at the very least a governor or maybe hold a senate or house seat to build up cred. Unfortunately thanks to the nature of comics she'll never get very far or even get old enough probably to run outside of what ifs and flash forwards that become what ifs later.
