"The punishment of crime is something everyone has some feelings toward. And I think by the end of the story, it will be interesting to see if the readers side more with Two-Face or with Batman." -- Derek Fridolfs
This was a three-part storyline from 'Legends of the Dark Knight' that ran from #56 to #58. It's available on Comixology for 99 cents an issue.
#56...

He asks him what he wants.

#57...
The story opens with a flashback to a robbery at the Gotham museum by masked robbers. A policeman is killed.

He tells Mari to run and Two-Face grabs him by the throat. She tells him to stop, that he'll kill him.

Two-Face says it's all out of his hands now, and since a jury of Aiden's peers can't be found...

#58...
Two-Face lets Marissa leave. Aiden tells her he's sorry, and she responds that she's sorry that she knew him.

Marissa is later found wandering around the streets traumatized. She's taken to the hospital where she tells Leslie Thompkins what happened.

Two-Face said he didn't do anything to him, that it wasn't his place.

Two-Face tells him that if they were to give decent people a chance to strike back at the vermin of the city, does he think that they would need to be forced?

Batman turns to go but tells him that if anything comes up he'll be back for him. Two-Face asks him if that's a promise or a threat, and Batman tells him that's justice.
