I'm a little bit confused as much as I like the series. Is the bogeyman's bogeyman from issue 9 supposed to be Levi here? Or one of them? Do we see that character again?

That was Levi in #9.

In that case the art is weirdly inconsistant as the character doesn't really look that much alike in these two issues.

It was a fill-in artist on #9. Carla Speed McNeil did it instead of Tyler Crook.
