Yes- it was probably one of the worse things Xander did on the show. Though to be clear, mob of obsessed women wasn't his goal.
He blackmailed a witch into casting a love spell on his ex, Cordelia, with the intention of being able to publically spurn and humiliate her, as she had done to him. Because using magic to address your emotional issues is almost never the answer (a lesson the cast, especially Willow, would spend the next five seasons learning over and over again), instead all the women in town *except* Cordelia became dangerously obsessed with him.
Notably, though, Xander fairly quickly realizes that something is up, and is freaked out by it even before the women start turning murderous.
Season Seven also had a love spell, in this case bound to a specific jacket, which raised some interesting questions about magical attraction and culpability, which were never really addressed.
The Twilight Zone had a good episode about a guy giving the girl he loved a love potion. She adored him so much that he realized too much of adoration and clinging need is too much of a good thing! She had no personality left.
The Alien nation tv series also did a really good storyline involving a drug newcomers could take that resulted in an all consuming irrational love for the first person they saw.
There were two appearances of it the first showed the more humorous effects on the folks who took it willignly while alluding to the darker side since they kept endagering themselves to be together instead of just waiting a few days when it would be safe but the second went fully into it. Since a disturbed individual was dosing unsuspecting new comer men to feel beutiful again by the end several lives were ruined and George realised that despite occasional marriage woes it was far better that he and his wife always chose to be with each other of their own free will than ever give that up just for the false security the drug offered.
