Bruce is gassed and captured and put into a cell where he is kept in a drugged state to prevent him from turning into the Hulk. Ross's plan is to lobotomize him.
Good to see that Doc Samson is acting more like himself again. Then again, I've heard talk of him being made into a jerk in the main comics as well in the years since I stopped reading, so maybe his attitude in the previous issue was in-character.
Doc Samson's origin story was cure Banner --> steal his girlfriend --> fail to diagnose Banner as a danger for relapse --> challenge the Hulk to a fight.
It's always been sort of up in the air as to whether he's a caring psychiatrist who just went loopy due to gamma rays or an arrogant jerk. The real answer depends on the writer.
Because of that origin and things like him insisting he HAD to be the one to capture the mindless Hulk during his rampage back in Byrne's run on the book (as opposed to several more powerful Avengers), I've always taken both his motives and his psychiatry credentials with a grain of salt. If I were a Marvel superhero I'd probably opt for a different therapist of my own choosing.
