Assuming you have a mono culture and a decently advanced level of technology near-Utopia is not that hard to achieve.

Nate has both of those and the additional benefit of universal education and universal/near universal stable two parent households.

Why the need for any extra coercion? The Pheonix Five damn near created Utopias just be solving the scare resource issue and making physic therapy available to all.

A Utopia for the X-Men is not a place where they cannot experience love. Hell, love is one of the primary motivational factors for the X-Men. A Utopia is not simply having people not hunting you or fearing you (I mean, it's nice, but if the cost is one of the most critical of human emotions, it seems a poor bargain).
