Didn't this series of one shots have some mystery of who Joker was telling all these stories to? Was that ever resolved?

and did we just witness the origin of Ace?

I think it was just supposed to be him talking to the reader.

This. He's talking to the reader. The Two-Face one makes that clearer given you the reader are given the option of how the story ends: with a flip of a coin.
