IDW's Star Wars Adventures series might just be just the kid friendly, cartoony Star Wars anthology that gets overlooked compared to Marvel's more serious line. Yet, I do like when we get moments like this.
Yeah, why Obi-Wan though raising the son of a man who turned into a mass murdering psychopath in essentially the exact same environment was a good idea is a mystery to me.

It's a dumb idea, but I believe a writer who did a novelization thought that sending Luke there made sense, as Vader's emotional trauma would make him avoid Tatioone. Due to being the place his mother died, where he did and hid his first dark sided actions, and reminded him of how powerless it is.
I mean it's stupid....but there was some logic to it...I think.
Luke was bait for Vader while Leia stayed hidden. Unfortunately, they didn't count on Anakin being so traumatised that he never went back, or Leia putting herself in danger the second she could!
Nothing will ever convince me that Obi Wan didn't plan to trade Luke off to Darth Vader for Leia. At the time Darth Vader knew he had a son...but not a daughter. He was looking for that son during that time if you believe the comics. Obi Wan was going to hand Luke over to Darth Vader for Leia. Leia was clearly meant to be the golden child while Luke was sent off to Tatooine so he'd be contained. That's why Obi Wan lied to Luke about almost everything and gave him such inferior training. He may have gotten fond of him along the way but his original intentions were a hostage trade.
The Episode III novelization and some deleted scenes had the Rebel Alliance being Padme's idea. But as something they'd have to plan long term.
"Vote for Palpatine. Vote for the Empire. Make Mon Mothma vote for him too. Be good little Senators. Mind your manners and keep your heads down. And keep doing all those things we can't talk about. All those things I can't know. Promise me, Bail." ―Padmé Amidala during the Declaration of a New Order.
