Del Frye, the son of the Walking Ghost from Issue #2. He was rendered immortal by gamma radiation, then accidentally buried alive for months.

I thought it might be some version of Half-life for a minute, until I remembered he killed himself. But that doesn't seem to matter that much for Hulk characters these days.

Fortean's soldiers have personal weapons that can knock out Titania with one shot and potentially carve up the Hulk? Correct me if I'm wrong, but wouldn't those be tall orders for Iron Man or Dr. Doom to manage with tech they can fit into their suits?

Generally speaking, their weapons are very specifically anti-Hulk/anti-Gamma, developed by Shadow Base with the very specific task of taking down the Hulk, especially after they captured and dissected him to find out how he ticked. Dr. Doom and Iron Man have powerful multi-purpose suits that get modified. And when Tony uses his Hulk-Buster armor, central to its use is the idea that he's not trying to kill Bruce. Shadow Base wants the Hulk murdered, dissected as a weapon at best.

Titania is strong, but she's been clobbered plenty of times before. Heck, for a while after her introduction, she was scared of Spiderman after he gave her a substantial drubbing. Shadow Base has shown consistent level of equipment that make this believable...but they ALSO show that they only work effectively in groups in a coordinated effort. As the mook above says, he caught her off-guard in the middle of a fight with others. Fortean himself took her and Creel down almost effortlessly two issues ago with a powersuit, the element of surprise and specialized weaponry.
