Well, there were several hiatuses so the creator could rest, and apparently it ran on "comic book time" so the Cold War setting didn't limit it, and I think especially in the later years it was more the oldfen collecting the volumes that kept it afloat more than the presumed target audience. (Much as with Hunter X Hunter.)
Being in England at the time, you may have missed the American slash fanzines in the 1980s; by the time internet fandom had become big, only the oldfen had an interest while newfen were on to stuff that actually had anime.
