Ill be really surprised if that was Blackout, seems like it but yeah Blackout doesn't scream major Marvel villain, he's low tier compare to the more familar but then again Ed Brisson is writing the new Ghost Rider series so and knows his GR history especially the 90s Mackie era.

Man, it's pretty disappointing to see that this series is already going back to the well on the whole "classic villains but they're old and weird now" thing already.

I do like that Bruce Jr. Is actually being portrayed as a genius.

Makes a certain amount of sense. When they conquered the world, they clearly ignored infrastructure and the like. So most tech villains can't get equipment they need to maintain their stuff.

Exactly! Little details like that do a better selling the Wasteland setting than a dozen desert shots or even more cannibalism.
