as I believe Mr Rogers said; "In times of crisis, my mother always told me to look a the people who are rushing in to help, they'll always be there"

That was indeed Mr Rogers, although his actual quote was rather more simply worded (after all, his mother was addressing him as a child):

My mother would say to me, ‘Look for the helpers. You will always find people who are helping.’

(He'd quoted the second sentence a few different ways over the years, but the first is always 'look for the helpers'.)
