I mean, philosophically speaking the Lieutenant whose name I don't recall has a point, but he'd have had a better argument if it was literally any bat-villain other than the Joker...
I'm curious, though, as to why Bullock's so keen on just killing the Joker. Sure, he's an "ain't got time for manners" sort of cop, but he's generally portrayed as having deep down the same "we're here to uphold the law, not make exceptions to it" values as Gordon and the usual Wayne-Batman.
