In those "would you kill baby Hitler?" stories, I don't get why they don't just abduct "baby Hitler" if they can, which seems to be the case here.
It's still bad for the parents, but it's better than the alternative.

Isn't that what Cosmic Ghost Rider tried with baby Thanos? I think that was Cates' plot.

The bit on "bad stuff meant to happen" reminds me of some story I read where a guy talks about his time travel machine and how it's harder to change history.

"I don't get it why don't you, um....stop the Holocaust?"
Traveler: "Are you kidding? First thing I did was go back and kill that bastard Von Schrader myself! No Von Schrader, no war, no Holocaust, right?"
"Who's Von Schrader?"
Traveler: "Exactly! I come back expecting a utopia and find some painter named HItler took over and did the exact same things! Some things are just meant to be."

The JLA/JSA miniseries "DC 2000" was a little like this. Only T.O. Morrow was altering history so it would be good for the society that he controlled.

(Also, the JSA were shocked when they saw the future the JLA were from. They saw vice, corruption, and how FDR's New Deal programs were "rolled back.")

Judging by the backgrounds on the first panel, this takes place at the Citadel of Ricks.
