He could arguably be more, if Marvel scriptwriters were ready to go there. 21st-century Disney doesn't tend to sweat it when its properties take shots at the Mouse; see the Stan Lee-Jim Henson Epic Rap Battle from back when they owned that property. There was some retro-Disney satire earlier in the series, but nothing about anything it's done in living memory.
Still, I will never complain about taking shots at Family Guy, and Bojack Horseman's skillful execution shouldn't give it a pass either.
Disney sometimes looks the other way when third parties (that are probably beneath their notice) poke fun at them. They don't seem to have much of a sense of humor internally.
Fox let's their own shows like the Simpsons and Family actively mock them.

I'm amused that Mojo looked at Bojack Horseman and thought the relevant trend in media was "Sad horses with failed TV careers."
Also, and I'm putting too much thought into this now, but Mojo's difficulty in trying to explain the humor of the Bojack Expy to Spider-ham makes a certain amount of sense because, even though the show is chockablock with puns and visual gags, an awful lot of these derive from the fact that it's a world populated by funny animal people, and that's just everyday life for Peter Porker.
Well I mean Mojo's supposed to be an alien TV executive, so of course he's gonna take the wrong idea from a successful piece of media and try and copy it.
I can testify from personal experience that Bojack's appeal is very difficult to explain. It's a lot like the aggressively unappealing underground comix of the late 20th century, only good.
