The suggestion that the police need an excuse to hold the Joker is interesting... did he start this storyline having been declared cured and released from institutionalization?
Yeah, at this point the Joker ever not being in Arkham (or some other facility) is pretty much all the reason Batman or any other hero needs to put him back there. He's got so many unfinished sentences under his belt already that law enforcement really doesn't need a new crime to arrest him.
it's one of the reasons that proactive heroes could work better than the ever did in the comic Dark Ages but was never touched on. Virtually every established villain is an escapee of some sort

I do like that he doesn't ignore the criticism that Bruce Wayne should be able to do more good in an afternoon than Batman does in a lifetime. He's trying here. Unfortunately his efforts are being obstructed by other rich a-holes.

See though, I feel like the second this happens because of the Rich A holes, Bruce would be like "Alright fuck it, I'm calling Barbara." And then Oracle proceeds to just go apeshit on these guys electronically.

I get that* but, unlike some tech billionaires I could name, Lex at least pretends not to be publicly evil. Some of the "pranks" posted on his platform (notably the zoo thing) look a lot like domestic terrorism. You'd think that would be bad PR.
*Also Joker says he didn't violate user policy but that's usually what people say in protest when they try to justify violation of user policy.
