Assuming this is an alternate universe it could be very interesting or it could end up just being marvel's take on the let's kill every character in horrific ways kind of thing with a downer ending.
Having a powered down Iron Man sail through the wing of a passenger jet and bloodily lose a leg before slamming into a building with a novelty-sized "crnch" is like what you'd get if you asked someone to write a parody of Tom Taylor's DCeased/Injustice output for the Marvel U.
I hope Tom Taylor is okay with being pigeonholed like this. He's clearly a good writer, and "guy who writes grim alternate comic universes" is a limited niche.
The new Krakoan Cerebro incorporates Shi'ar tech -- an antimatter engine, IIRC -- to power it. So that might be immune to whatever's futzing with the power.
I guess it really depends on if this is one of those Events that remembers Mutants exist as a part of the MU.
Was that the one where electricity just didn't work and yet people were still, you know, walking around with things like "hearts" and "brains" and "cells"?
Also in a series of books starting with Dies the Fire, which did some interesting things with the way society (or rather societies) reformed after the tech-failure driven collapse.
And yes, acknowledged the ultimate handwave necessary to make the premise work, although it's like five books, and decades in-story before they've got any idea what caused it.
It's been used a couple of times. It even was the back story for a marvel comiconce. Bishop the Last X-man took place in the future of a world that Magneto blacked out every piece of technology to stop the Sentinels from taking over.
Try the Emberverse series, written by S. M. Stirling. Right down to the plummeting 747. Started in 2004.
I often wondered if people behind the show Revolution didn't get some strongly worded letters from Stirling's lawyers and if that had something to do with the show's demise.
You might be too young to remember the Visionaries cartoon from the 1980's, set on an earth like world where the laws of science and magic switched around every few millenia or so, making technology obsolete and magic active, or the other way around.

Honestly the fact that Iron Man and other superheroes like him, have lost their technology is secondary, to all the people who are going to die directly and in the aftermath of this.
Still all those mad scientists are out of commission now, or will have to switch over to magic. This could save everyone a lot of hustle in the long run.
Wouldn't that part of Manhattan be a no-fly zone IRL? I know LaGuardia & JFK airports are near, but don't they re-route airliners away from most of Manhattan to avoid another 9/11?
I went to FlightRadar24 and based on the flight tracks, there doesn't seem to be much in the way of active restriction. Mostly it just seems to be traffic approach patterns for the various airports than it does a NFA.
oooh Tom Taylor, i can't wait to see what he does with this.... honestly... i love what he did with his other horror pieces. he has a knack for character.... even when he's killing them off.
