There's a shitty version where you may not want to tie into a book, but there's a really cool thing that happens when you hear a pitch and a small sliver really hooks you. As soon as I heard Al [Ewing] and Dan [Slott] talk about it, I knew I wanted to do it - and it became the X-Men book. -- Jonathan Hickman

So Jonathan Hickman, who - and let's be honest here - is not good at characterisation or character development (*glowers angrily in the direction of New Mutants*), gets his mitts on Vulcan and actually...
... makes him kind of sympathetic.

Feels weird.
(... fortunately, such moments pass quickly.)

Petra and Sway not having much character gets a pass because, well, Brubaker didn't exactly give them much character to work with anyhow.

Oh, and look, mysterious Highly Advanced Alien Beings, following an agenda that is both evil and stupid.
Very Hickman.

Vulcan got a bad deal, so I can buy into this. If it sticks. There are so many Mutants that while it's nice to see random ones, I don't feel the need to learn more about them.

The highly advanced beings are the baddies from Empyre, so he kind of got handed something right in his wheelhouse, rather than having to create it.

The highly advanced beings meaning the ones who resurrect Vulcan, not the Cotati.

How old is Vulcan really? I mean in terms of life experience and actual years lived?

While his physical age may be close to his chronological age, wasn't he aged up by the Shi'ar and then spent a lot of time in suspended animation?

I got to say though, the fact that his physical age and chronological age being in synch is a total coincidence, that is very Summers.

Weeeeelll...

He was aged up by the Shi'ar to late childhood / early teens. Then there was the time between 1975 and 2005 he was Mostly Dead, and even with Comic Book Time that's somewhere around ten years or so.
(During Rise and Fall of the Shi'ar Empire, he even tries working out the math in his head. He figured then he had to be a teenager.)

Then, after that he suddenly started looking like a man in his thirties (either because the writers felt it made more sense when he's running an empire or because he was married to the much older Deathbird and if he still looked like a young 'un that'd raise some eyebrows... well, more eyebrows...)

So, chronologically... he'd be ten years younger than Scott and Alex at least.
Intellectually, mid-teens at best, even discounting the insanity.

If he is a young teen or even pre-teen in terms of life lived, some of his behaviors in Shi'ar make a bit more sense.
