I was wondering about that, but hadn't spent enough time with British police to say for sure. And I'm pretty sure you're right about it being in Britain, because it's referencing a specific UFO sighting.
Granted, it's one that took place right next to a US Air Force base, so the tank boys up there may well be American, but that doesn't explain the Suffolk Constabulary.
Yeah, Rendlesham Forest is in Suffolk (And for those interested, details of the UFO sighting) , and the cars are right hand drive, so they've given it some thought, just not... all of it.
