I think bringing back 616 Miles is a good idea but they've just waited by making him a fairly standard villain.
Even worse is Ultimate Goblin who's been reduced to being a generic lackey thug for Miles. He's more or less 616 Norman personality-wise and he might as well be the Rhino here.
Evil Miles even calls it out in the scans above when he says Young Miles is "Younger. Moreno." Aka, he recognizes that Young Miles is brown, or darker-skinned.
I don't think it's ever been fully explained just what sort of background Evil Miles has, but clearly, he turned out differently than Young Miles... maybe he took after his Puerto Rican mother more than his Black father, assuming they even had the same parents in both universes.

It's in part because Bendis hinted at 616 Miles at the end of the first Spider-Men miniseries. His initial plan was to introduce him as an older version of teen Miles for Peter to become friends with later on.
Then when the merging of universes came along the 616 Miles was still a dangling plot thread and it would have been redundant to introduce an older version of a character who is already interacting with Peter. So Bendis changed his plans and created a very different version of Miles.
No, he's supposed to be that way. I don't know if Bendis ever felt the need to delve into the specifics of any differences between 616 and Ultimate Miles Morales' heritage, but I always thought it was just Bendis being cute about how the Ultimate Universe famously made Nick Fury black, along with changing the backgrounds of a few other characters, like Wasp. Ultimate Nick Fury doesn't look like 616 Nick Fury (or at least, the original Nick Fury) so of course Ultimate Miles doesn't look like 616 Miles!
What's your issue with having Aaron Davis? I thought that getting rid of Prowler in the original series Ultimate series was one of the bigger missteps of Bendis' run, wasting a potentially very interesting relationship and a villain who felt entirely unique to Miles (which was a real problem as that series went along). I do think he's more interesting as a villain than sliding into antihero territory as he seems to be doing, but I like having him around.
Maybe it's just because of reading a few pages out of the greater whole, but Anti-Miles' plan seems to be missing a few steps. Like, if he just wants Miles and his family back in the Ultimate Universe, why not, oooh, tell them the situation then shove 'em through the portal thing. Why go through the unnecessarily villainous plan of abducting Miles's family?
And given the vast differences between Earth-616's history and Earth-1610, it's a little weird that both Miles both have the exact same memories.

I *think* the point is that 616-Miles' memories were grafted onto 1610-Miles when he was folded into 616? But if I remember correctly at least one story has had 1610-Miles already knowing he was from another universe in the past, so somebody's not paying attention.
