In context this is another step on Eddie's long character arc, but out of context it's very funny for Cates to bring back Agent Venom for the sole purpose of having him put over Eddie Brock with a speech about Eddie being great.

This is his 'codex memory' -- both Eddie and he are still dead in the real world -- but this version is still alive at the end of the issue.

The fact that Flash's mask was hanging halfway off his head for most of the issue bugged the shit out of me, and I don't know why

That cover looks a little like the poster to Peter Jackson's "Dead Alive." Not a total "shout out" or "homage." Just a bit similar.
